Our valued client, the Office of the Chief Electoral Officer (EC) has a requirement for the provision of three IT resources:
. Senior Quality Assurance Specialist/Analyst - Level 3 (with PMP certificate)
. Senior Tester - Level 3 and
. Tester - Level 2
CONTRACT TERM
. Initial Period
Now to March 31, 2017 (230 working days)
. Option Period 1
April 1, 2017 to March 31, 2018 (230 working days)
. Option Period 2
April 1, 2018 to March 31, 2019 (230 working days)
LANGUAGE REQUIREMENTS
The Contractor must provide all services in English. The Contractor's Resources must be able to communicate effectively in English, both orally and in writing, without assistance and with minimal errors.
PROJECT BACKGROUND
EC has a requirement to ensure that emerging areas within the organization, agency priorities, implementation of special initiatives and anticipated changes to legislation are addressed through engaged and supported employees. Lessons learned from the 42nd Electoral Event, plans of the agency to radically improve the voter experience for the 43rd Electoral Event and the anticipated electoral reform announced by the current government and other potential modifications to the electoral process address numerous adaptability, change management, judgement, and strategic thinking considerations and pressures.
The CEO is committed to ensuring adequate support resources are provided to Employees to respond to a demanding and changing environment. As a result of a recent reorganization within the CIOB-BSD-IA Directorate, horizontal QA & QC functions have been created.
OBJECTIVE
Elections Canada requires the services of a Tester (level 2) and (level 3), and a Quality
Assurance Specialist (level 3) to support these QA & QC functions, of the BSD-IA Directorate.
These professional services are required in order test and assist with troubleshooting the Elections Canada Applications and systems; Custom and COTS in multiple environments.
SCOPE OF WORK
On an "as and when requested" basis, the Contractor must perform the tasks and produce the deliverables specified in each applicable TA. The following apply to the database layer of the application. The tasks and deliverables may include but are not limited to the following, for each resource category:
Tester (Level 2)
. Analyzing requirements and design documents and identifying issues
. Designing and creating test cases
. Preparing test data using SQL Developer/TOAD
. Executing tests based on created test cases
. Identifying and reporting defects
. Assisting developers in investigating defects
. Estimating testing effort
. Assisting with production support - by re-creating issues found in a test environment
. Providing knowledge transfer to other resources or staff
. Reporting on work progress
Tester (Level 3)
. Participate and support performance testing activities
. Perform automated testing by creating test scripts and execute tests using selected test
. automation tool
. Creation of test plans and designing test scenarios and test cases
. Creating test schedules
. Analyzing test data requirements
. Communicating with project team and client on defects, issues and build quality
. Establishing and operating "interoperability" testing procedures to ensure that the
. interaction and co-existence of various software elements, which are proposed to be
. distributed on the common infrastructure, conform to appropriate departmental standards
. (e.g. for performance, compatibility, etc.) and have no unforeseen detrimental effects on the
. shared infrastructure
. Creating test reports
. Providing mentoring and knowledge transfer to other resources or staff
. Reporting on work progress (on a regular basis)
Quality Assurance Specialist/Analyst (Level 3)
. Planning and coordinating the activities of the Technical test team, involved in testing in multiple environments (simultaneously) and re-creating issues found in Production
. Coordinating test activities with the User Acceptance Testing team
. Creation of test plans and designing test scenarios and test cases
. Creating test schedules
. Analyzing test data requirements
. Communicating with project team and client on defects, issues and build quality
. Establishing and operating "interoperability" testing procedures to ensure that the interaction and co-existence of various software elements, which are proposed to be distributed on the common infrastructure, conform to appropriate departmental standards (e.g. for performance, compatibility, etc.) and have no unforeseen detrimental effects on the shared infrastructure
. Creating test reports
. Providing mentoring and knowledge transfer to other resources or staff
. Reporting on work progress (on a regular basis)
. Research, recommend and assist the QA manager in implementing quality management policies, process, procedures;
. Research, plan and coordinate in quality assurance standards, guidelines and best practices creation and management;
. Recommend and implement QA and QC methodologies;
. Evaluate and recommend software testing tools;
. Research, recommend and support test environments and test data planning and management;
. Support and assist in test resource recruiting, training, mentoring and in their performance evaluations;
. Assist in quality planning for new projects;
. Develop test strategy and management plan on organization wide integration testing;
. Plan and coordinate quality audits and reviews;
. Plan and manage cross team knowledge transfer and training
Deliverables (for all roles)
a) Weekly status reports of the work scheduled for completion during the reporting period;
b) Weekly detail reporting of problems encountered, proposed solutions, and changes to the work plan;
c) Software Requirements Specification (SRS) documents, including, but not limited to:
a. Business Use cases
b. External interface requirements
c. Data structures /elements
d. Data flow diagrams
e. Functional requirements
f. Non-functional requirements
g. Design constraints
h. Process flow diagrams - as required
i. User Interface (UI) designs - as required
d) Microsoft PowerPoint presentations (slide decks) - as required
e) Spreadsheets and Visio diagrams - as required;
f) Assessment reports;
g) Other deliverables as required by the Project Authority.
