BACKGROUND INFORMATION

Panorama is a pan-Canadian initiative that is designed to assist Ontario (and Canada) in its efforts to protect the public from vaccine-preventable and reportable diseases. The early identification of at-risk populations with the appropriate measures to protect these individuals during an outbreak is a key government responsibility and priority.

With the intensive focus on Ontario's schoolchildren, a strong foundation for a provincial Immunization Record Repository with rich immunization data will be established through Panorama. More accurate, comprehensive, and up-to-date information will be available to support the Ministry's immunization program in the efforts to improve the provincial vaccine coverage rates and increase the protection for schoolchildren from vaccine-preventable diseases. This work represents the initial foundation for the collection of immunization data for all Ontarians.

Panorama will also provide the government access to meaningful information to assess the cost and disease-prevention effectiveness of provincial programs, to assist in the prevention and management of diseases outbreaks, to reallocate vaccines during an outbreak, or to respond to a vaccine shortage. It will provide opportunities to contain the health care cost curve over time and improve patient safety.

Panorama is an important initiative within the government's eHealth strategy - one that supports a stronger system link between health care providers, public health, and government.

Scope of Services and Deliverables

The Programmer/Developer is required to support the analysis, design, and development, and to customize reports and other programs, scripts and utilities for the Panorama Enhanced Analytical Reporting (PEAR) solution for Immunization and Inventory data.

Services and deliverables to be provided by the Vendor's Personnel include, but are not limited to, the following:

· Translate technical systems specifications into working, tested applications. This includes technical analysis, preparation of detailed programming and reports specifications, program design, writing and/or generating code, and conducting unit tests.

· Provide software expertise in various computing platforms, operating systems, database technology, communication protocols, middleware and gateways.

Skills, Knowledge, Experience, and Qualifications

· Cognos Framework manager, report design and development, Reports Studio, Query Studio, creation of dashboards, etc.

· Informatica for data extraction, transformation and loading (ETL), data migration, initial setup and other data management purposes.

· Oracle, SQL, PL/SQL, XML, optimized database queries.

· Developing and maintaining system design models, program code, technical documentation and specifications.

· Conducting technical evaluation and assessment of options for technical design issues, Panorama configuration aspects and integration capabilities, related tools and utilities, gap analysis of integration components to technical requirements / specifications / documentation.

· Ensuring compliance with architecture frameworks and system standards for business intelligence and data analytics solutions.

· Contributing to project plans, including work breakdown, task estimates, and status reports.
