The Ministry of Government and Consumer Services (MGCS) continues to achieve its mandate by providing modern information services, as well as regulatory practices that serve the interests of Ontarians while contributing to a competitive economy.

The MGCS Transformation and Strategic Operations Division is employing an iterative
development and incremental delivery approach for Business Transformation agenda,
which consists of:
Phase One (Conceptual) – completed in FY 2012/13; significant deliverables:
• Mapped and articulated “to be” options, documented potential gains
• Planning and design of a new telephony system
• Formed relationships with relevant partners that can inform process design (Other provincial consumer protection organizations/Better Business Bureau/Industry Canada/ Commissioner of Complaints for Telecommunications Services /Single Business Number-Revenue/Delegated Administrative Authorities)

Phase Two (Design and Build) - FY 2014/15, to be completed by March 2015; significant deliverables:
• New telephony system implementation (Service Ontario’s Enterprise Contact Centre Solutions Platform (eCCS); to be completed by end of FY 2014/15)
• New Complaint Management System (CMS) procurement, onboarding and Pilot implementation, including “Lite” Knowledge Management System (LKMS)
• Market Intelligence Subscription Service (outsourced service, RFI only)

Phase Three (Build and Implement) - FY 2015/16, to be completed by March 2016; significant deliverables:
• Complete CMS implementation
• Online submission of e-complaint form
• Integration with Business Directory
• Market Intelligence Subscription Service (outsourced service through an RFP process)

A Systems Analyst is responsible for producing the following deliverables:
• Functional specifications to specify any user requirements in the solution, such as specific features or reports
• System analysis and design identifying non-functional requirements (or system requirements - production support, data maintenance, service level requirements and performance expectations)
• Conceptual, logical and physical data models to capture data requirements
• Data flow diagrams to document data movement, conversion requirements and data integration specifications, which specify database mapping and business rules
• Testing specifications and acceptance criteria requirements to ensure that the technical team has a clear understanding of user expectations
• Information usage requirements that specify business intelligence reporting
• Document system information for input of user instructions to be used to train end-users

The Vendor’s Personnel will also be required to:
• Complete work and achieve milestones within the assigned deadlines;
• Notify the Cluster/Ministry project Manager in writing of any issues or other material concerns related to the Assignment Deliverables, as soon as the he/she becomes aware of them;
• Submit Deliverables for the Cluster/Ministry approval as they are completed;
• Comply with the Ontario Government and the Cluster/Ministry security procedures and practices;
• Comply with the Ontario Government and the Cluster/Ministry architecture/technology standards and best practices;
• Comply with the Ontario Government and the Cluster/Ministry Conflict of Interest and Confidentiality Guidelines;
• Provide knowledge and skill transfer to a designated Cluster/Ministry staff; and
• Comply with the Ontario Government I&IT Directive, Operational Policy on the I&IT Project Gateway Process, and other applicable Guidelines, Standards and Procedures.
