The Web Development Lead (WebSphere Portal Specialist)will assist with the establishment of WebSphere Portal as a core technology supporting the City’s public websites.

This work will include:
1) Managing, documenting and analyzing requirements to translate business needs and requirements into engaging and compelling designs.
2) Development, documentation and communication of WebSphere Portal policies, best practices, standards and procedures to City staff
3) Assisting with requirements, planning, and migration of the current static HTML based web content to Open Text Web Experience Management and being published through WebSphere Portal.
4) Development and implementation of a sustainment plan to manage WebSphere Portal instances to ensure they continue to integrate new features, be responsive to user needs and set the standard for the City's websites
5) Assist City staff in determining the best use of the capabilities inherent in WebSphere Portal. Recommend how the capabilities can be best used to satisfy user needs and requirements.
6) Working with project team members and other City staff, acting as a resource for other City initiatives to help inform them of web strategies, designs and direction around Web 2.0 experiences with a view on improving the user experience.

It is important that the Services be undertaken by a Web Development Lead (WebSphere Portal Specialist)who can demonstrate specific knowledge of, and experience in performing work for projects of comparable nature, size and scope as detailed below.

Qualifications & Experience:
1. Completed post-secondary education in disciplines related to the job function; for example, computer science or an equivalent combination of education and experience.
2. 5+ years of 'progressively more responsible' experience working on WebSphere Portal technology projects that are large-scale or in complex environments, preferably municipal public sector.
3. 2 years experience with WebSphere Portal version 7,
4. 5+ years of strong experience with WebSphere Portal technologies (e.g. Connections), JSR 168, JSR 268 portlet development, portal administration and integration with enterprise service bus technologies (WebMethods, Web Services, XML)
5. 2+ years experience working in website development/design projects using technologies where content is managed by Open Text Web Experience Management (formerly Vignette) V7 or V8, and deployed through IBM Websphere portal.
6. 5+ years experience performing configuration, performance tuning, backup & recovery, managing security including SSL certificates, LDAP integration, environmental maintenance, troubleshooting and sustainment of a WebSphere Portal environment.
7. 5+ years experience demonstrating the ability to participate in, co-ordinate and lead cross-functional, multi-disciplinary teams producing innovative web designs.

Technical Capabilities:

1. Demonstrated experience and knowledge of Hypertext Markup Language (HTML), Dynamic Hypertext Markup Language (DHTML), Extensible Markup Language (XML), JavaScript, graphic formats, Cascading Style Sheets (CSS), popular Web plug-ins, SOA, J2EE, JSP, JDBC, servlets, WSDL, XML, SOAP and REST.
2. Demonstrated experience with IBM WebSphere Portal & Portlets (JSR 168/286 development)
3. Demonstrated experience with portal skins, themes and pages development.
4. Demonstrated ability to juggle multiple projects and to work to overlapping deadlines
5. Demonstrated proficiency in test design, execution and results documentation.
6. 5+ years experience using Microsoft Word; Excel, Visio; and Powerpoint.
