я писал в полицию по повогу таких тикетов. вот ответ:

The parking violation notice that you received is from a private
company. This ticket is not sanctioned by the city or the province and
will not affect your drivers licence or plate renewals. In order for this
private company to affect your credit they would first have to take you to
small claims court and win a judgement against you. To the best of our
knowledge this has never occurred.

Private property owners are allowed to issue any piece of paper that
they want to on their own property. The city would like to regulate this
but must first convince the Provincial Court of Appeals.
